ДИЛЕМА ДИСКРЕТНОСТІ ТА ПРАВИЛА У ФІСКАЛЬНІЙ І МОНЕТАРНІЙ ПОЛІТИЦІ // Discretion versus rules in fiscal and monetary policies

The article studies the dilemma of the application of discretionary measures and rules (automatic mechanisms) in economic policy. On the basis of international experience the author has made the conclusion about the active use of fiscal and monetary rules in the practice of state regulation of economic processes in foreign countries. Ukrainian fiscal and monetary policies are based on the application of discretionary measures and this reduces the possibility of prediction and is not conducive to building trust on the part of economic agents. The paper presents the methodological approach to the analysis of the contradictions in economic policy. Such contradictions underlie determinants in economic policy development. According to the results of the approach mentioned above the author proves the necessity of the explicit monetary rules for the National Bank ofUkraineand the need to improve the effectiveness of the fiscal (budgetary) rules inUkraine. Досліджується дилема застосування дискреційних заходів та правил (автоматичних механізмів) у економічній політиці як одного з іманентних її протиріч. На основі вивчення міжнародного досвіду зроблено висновок щодо активного застосування фіскальних та монетарних правил у практиці державного регулювання економічних процесів у зарубіжних країнах. Фіскальна та монетарна політика в Україні ґрунтуються на застосуванні дискреційних заходів, що обумовлює їх ситуативний характер, знижує можливість прогнозування та не сприяє формуванню довіри з боку суб’єктів економічних відносин. У роботі запропоновано методологічний підхід до аналізу протиріч економічної політики, що визначають глибинні детермінанти її розвитку. За результатами застосування даного підходу обґрунтовано доцільність застосування експліцитних монетарних правил Національним банком України та необхідність підвищення дієвості фіскальних (бюджетних) правил в Україні.
