СИСТЕМА УПРАВЛІННЯ СТІЙКИМ ЕКОНОМІЧНИМ РОЗВИТКОМ ПІДПРИЄМСТВА // System of enterprise steady economic development management

Providing enterprise controlled movement from one attractor to another preserving steady space requires formation of system of enterprise steady economic development management. The main purpose of such system is providing of effective and practical tools for managing steady economic development through the development of fundamental scientific and theoretical basis. The article proves the need for the management of steady economic development based on an integrated approach of a new type, which takes into account differences in objectives, principles, conditions of decision-making at the operational, tactical and strategic levels. Proposed and justified to manage the development of the enterprise from the perspective of steadiness at the operational level, mainly using the principles of the process approach; tactical management platform should be formed based on functional-dominant approach; strategic dimension of steady development management is viewed through the prism of a systemic approach.Effective implementation of an integrated management approach needs to adhere to a set of principles that are interpreted by the author from the perspective of the element development of the enterprise individual subsystems and from the standpoint of summarizing complex aspect that reflects the unity and integrity of the steady economic development management. Generalized representation of theoretical propositions is a system of conceptual propositions management of steady economic development. According to these provisions, the management system of steady development contently fills the scientific and theoretical and methodological core. These cores play the role of coordinating elements between the formation of other conceptual framework cores - analytical and empirical, content of which should reproduced practical tools for implementation of scientific and theoretical basis. Забезпечення керованого руху підприємства від одного атрактора до іншого зі збереженням зони стійкого простору вимагає формування системи управління стійким економічним розвитком підприємства, що має за мету створення ефективного практичного інструментарію управління стійким економічним розвитком шляхом розробки ґрунтовного науково-теоретичного базису. Доведено необхідність здійснення управління стійким економічним розвитком на основі інтегрованого підходу нового типу, що враховує відмінності цілей, принципів, умов ухвалення рішень на оперативному, тактичному і стратегічному рівнях. Запропоновано і обґрунтовано здійснення управління розвитком підприємства з позицій стійкості на оперативному рівні переважно з використанням принципів процесного підходу; тактична платформа управління має бути сформована на основі функціонально-домінантного підходу; стратегічний вимір системи управління стійким розвитком має розглядатися крізь призму системного підходу.Ефективна реалізація інтегрованого управлінського підходу вимагає дотримання низки принципів, які інтерпретуються автором з позицій елементного розвитку окремих підсистем підприємства та з позицій комплексно-узагальнюючого аспекту, що відображує єдність і цілісність системи управління стійким економічним розвитком. Виділено функції управління стійким економічним розвитком підприємства, що охоплюють блок загальних функцій та блок специфічних функцій, серед яких визначені гомеостатична, адаптивна та резистентна функції системи управління стійким розвитком.Узагальненням зазначених теоретичних даних слугує система концептуальних положень управління стійким економічним розвитком. Відповідно до зазначених концептуальних положень, система управління стійким розвитком змістовно наповнює науково-теоретичне та методичне ядра, що виконують роль координуючих елементів між формуванням інших ядер концептуальної схеми – аналітичного та емпіричного, наповнення яких має відтворювати практичний інструментарій реалізації науково-теоретичного базису.
