ПРОБЛЕМНІ СИТУАЦІЇ БАНКІВСЬКОЇ СИСТЕМИ ТА ПІДХОДИ ДО ПРОЦЕСУ ЇХНЬОЇ ДІАГНОСТИКИ // Problem situations in banking system and approaches for the process of their diagnostics

The essence of the diagnostics process of problem situations in banking system is analyzed. It is proved that the diagnostics process of problem situations in banking system is a system process, as each stage of this process are interrelated with the following, the results of each analysis as retrospective condition, current and future condition are consistent steps that supply each other by methodical and informational. Principles of the diagnostics process of the banking system are determined as a whole, which include: strategic directivity, systematic approach, the principle of identifying the key elements, the principle of focusing on quantitative standards, and also the principles of optimality, accuracy and competence. Noted the urgent need for diagnostics of problem situations in banking system to use modern tools, which is based on the synthesis of mathematical modelling and information technologies in the form of systems of support of making decisions. Such tools should be in the arsenal of the regulator of the banking activity, and in the arsenal of each bank in order to realize a systematic modelling of various scenarios of the development and implementation of preventive actions to avoid worsening the situation. Проаналізовано сутність процесу проведення діагностики проблемних ситуацій банківської системи. Обґрунтовано, що процес діагностики проблемних банківської системи є системним процесом, тому як кожний етап цього процесу взаємопов’язаний із наступним, отримання результатів кожного аналізу як то ретроспективного стану, поточного та перспективного є поступовими кроками, які методично та інформативно забезпечують один одного. Визначені принципи процесу діагностики банківської системи у цілому, до яких відносяться: стратегічна спрямованість, системність, принцип ідентифікації ключових ланок, принцип орієнтації на кількісні стандарти (нормативи), а також принципи оптимальності, точності та компетентності. Зауважується на гострій необхідності під час діагностики проблемних ситуацій банківської системи використовувати сучасний інструментарій, який базується на синтезі математичного моделювання та інформаційних технологій у вигляді системи підтримки прийняття рішень. Даний інструментарій неодмінно має бути як в арсеналі регулятора банківської діяльності, так і в арсеналі кожного банку з метою здійснення систематичного моделюванням різного роду сценаріїв розвитку та запровадження превентивних заходів щодо недопущення погіршення ситуації.
