Формування підходів до джерел формування та напрямків використання фінансових ресурсів вищих навчальних закладів // Formation of approaches to sources of formation and directions of use of financial resources of higher educational establishments

The article researches the sources of financial resources formation of higher educational institutions. It is established that the educational activity of higher educational institutions can be differentiated by users of its results, therefore, the process of achieving results is expedient to finance at the expense of the corresponding groups of users, as a result of which the matrix of identification of users of the results of the university activity is constructed. The paper considers the alternative sources of funding for the activities of higher educational establishments under conditions of their financial autonomy, which include the development and implementation of business financing projects of higher educational institutions and the participation of higher educational institutions in grant programs. It is established that the identification of alternative sources of funding for the activities of higher educational establishments allows us to establish the list of advantages and risks of such funding for the activities of higher educational establishments. The directions of use of financial resources of higher educational establishments are substantiated. Досліджено джерела формування фінансових ресурсів вищих навчальних закладів. Встановлено, що навчальна діяльність ВНЗ може бути диференційована за користувачами її результатів, тому процес досягнення результатів доцільно фінансувати за рахунок відповідних груп користувачів, внаслідок чого було побудовано матрицю ідентифікації користувачів результатів діяльності ВНЗ. Розглянуто альтернативні джерела забезпечення фінансування діяльності вищих навчальних закладів в умовах їх фінансової автономії, які містять у собі розробку та впровадження проектів бізнес-фінансування діяльності вищих навчальних закладів та участь вищих навчальних закладів у грантових програмах. Було встановлено, що ідентифікація альтернативних джерел фінансування діяльності вищих навчальних закладів дозволяє встановити перелік переваг та ризиків такого фінансування діяльності вищих навчальних закладів. Обґрунтовано напрямки використання фінансових ресурсів вищих навчальних закладів.
