Регіональний статистико-економічний аналіз розвитку малого та середнього підприємництва в Житомирській області // Regional statistical and economic analysis of small and medium-sized businesses development in Zhytomyr region

Small and medium-sized businesses play an important role in the development of the regional economic system in particular and in solving a number of the following local problems: developing competition, developing the market for goods and services, providing jobs for the able-bodied population, raising living standards and improving the social environment in society.The purpose of this paper is to analyze the state and development of small and medium-sized businesses in the Zhytomyr region, to analyze its contribution to the economic development of the region, and to identify the main problems existing in the region.According to the indicators of state statistics, the author presents the general characteristics of enterprises in the Zhytomyr region from 2012 to 2016 in the context of indicators of the number of enterprises, the number of employed workers and the volume of the products sold, highlighting the activities of small enterprises and assessing their share in general levels. In addition, the paper provides the description of the activities of individual entrepreneurs.The structural comparison for the above-listed indicators of the distribution of influence on the economic system of the Zhytomyr region in terms of enterprises by size is presented. In terms of quantity 93,5 % are small enterprises that provide 31,4 % of the total number of employees with work and make up 23,1 % of the total volume of sales. Average enterprises in these indicators have 6,4 %, 62,0 % and 54,8 % respectively.The statistical and economic analysis of the structure of small enterprises by types of economic activity, by indicators of the number of registered enterprises, and by the volumes of sold products is carried out. The uniformity of the distribution is estimated using the index of the concentration coefficient. The indicators of revenues to budgets of different levels from small and medium-sized businesses are set.The paper presents and summarizes the main provisions of a number of regional programs for the development of small and medium-sized businesses in the Zhytomyr region, presents a brief description of the level already reached and outlines priority areas for promoting the development of this sector.It is determined that the main objectives of regulation and support of small and medium-sized businesses in Ukraine are: the elimination of administrative barriers; the unification of the legislative framework; the strengthening of the single internal market; the strengthening of interaction with the EU countries for deeper economic cooperation. Мале та середнє підприємництво виконує важливу роль в розвитку передусім регіональної економічної системі та вирішенні ряду місцевих проблем: розвиток конкуренції, розвиток споживчих ринків, забезпечення робочими місцями працездатне населення, підвищення рівня життя та поліпшення соціального середовища. Отже, метою даної роботи є статистико-економічний аналіз стану та розвитку малого й середнього підприємництва в Житомирській області, аналізу його внеску в економічний розвиток регіону, а також окреслення основних проблем, що існують у регіоні. За показниками державної статистики подана загальна характеристика діяльності підприємств у Житомирській області з 2012 до 2016 рр. за показниками кількості підприємств, кількості зайнятих працівників та обсягами реалізованої продукції з виділенням діяльності малих підприємств та оцінкою їх частки в загальних рівнях. Також наведена характеристика діяльності фізичних осіб-підприємців. Представлене структурне порівняння за перерахованими вище показниками розподілу впливу на економічну систему Житомирщини в розрізі підприємств за розміром. За кількістю підприємств 93,5 % складають малі підприємства, що забезпечують 31,4 % загальної кількості зайнятих та складають 23,1 % у загальній структурі обсягів реалізованої продукції. Середні підприємства за даними показниками мають 6,4 %, 62,0 % та 54,8 % відповідно. Проведений статистико-економічний аналіз структури малих підприємств за видами економічної діяльності за показниками кількості зареєстрованих підприємств та обсягами реалізованої продукції. Оцінено рівномірність розподілу за показником коефіцієнта концентрації. Наводяться показники надходжень до бюджетів різних рівнів від малого та середнього бізнесу. У роботі наведені та узагальнені основні положення ряду регіональних програм розвитку малого та середнього підприємництва в Житомирській області, подана коротка характеристика вже досягнутого рівня та окреслені пріоритетні напрямки щодо сприяння розвитку даного сектору. Визначено, що основними цілями регулювання і підтримки малого та середнього бізнесу в Україні є: усунення адміністративних бар’єрів; уніфікація законодавчої бази; зміцнення єдиного внутрішнього ринку; посилення взаємодії з країнами ЄС для більш глибокого економічного співробітництва.
