Redesigning Intergovernmental Transfers: A Colombian Example

Abstract

This paper contains a description of the principal intergovernmental grant in Colombia, an evaluation of this program in terms of the rationales for such grants found in the academic literature and supported in Colombian discussion, and proposals for a revised grant formula and process that appears to be more workable and more likely to achieve the apparent objectives of government policy with respect to the existing program.
