The Policy Context of the Welfare Debate

Abstract

This paper is an examination of whether welfare program use is more responsive to economic conditions of need or to characteristics of program supply. The results of an analysis of growth in a major US welfare program illustrate that these forces do not operate independently of one another. Instead, welfare participation dynamics reflect economic need only in those jurisdictions where the program is effectively supplied. The policy implications concern the spatially decentralized operation of public programs.
