The Race to Build: Infrastructure Competition among Communities

Abstract

Jurisdictions build infrastructures not only to accommodate recent growth but also to compete for new growth. Infrastructural competition can waste resources, particularly when subsidies make it cheap for localities to undertake such contests. By contrast, tax competition wastes few resources. Communities might reduce waste by financing infrastructure through user or impact fees.
