La regolazione di prezzo nel settore idrico: proposte per un nuovo metodo tariffario

Abstract

Besides the instability of the Italian institutional framework, another cause of the delay in investments in water and wastewater systems originates from the shortcomings in the current price regulation scheme. The paper reviews the evolution of the Italian price methodology for the water sector in the last fifteen years, underlying its light and shade and analyzing the main reform proposals. The comparison with the OFWAT regulation procedures helps to identify some of the main items that could be improved. A comprehensive reform of the water tariff methodology is presented along with the necessary changes in the regulatory framework.
