The Promotion Of Innovation Policies Through Public Procurement In Romania

Abstract

Research and innovation have a very important role in the development of countries' economies. All states with developed economies allocate annualy funds with a share between 2% and 5% of GDP. Given the constant pressure by the public opinion for the efficient use of public funding, in the last 15 years, a tendency has developed at European and global level for using public procurement as a factor to promote innovation policies. The article presents the specialized literature concerning promotion of innovation policies through public procurement and describes examples of innovative products developed as a result of public procurement. In addition, article describes the main legislative changes in Romania concerning the procurement procedures dedicated to innovative products / services, the evolution of innovative products / services during the period 2016 – 2018 in Romania and examines in an objective manner the effectiveness of the measures taken so far to stimulate and support research and innovation.
