Abstract

The current economic crisis, experienced worldwide, proves the necessity of a well done government, by strong implication from the local and regional authorities from each county, in compiling and executing community strategies (that already exist at an European level), having an essential part in executing the economical revival program. In order to achieve this objective, authorities must have qualified and motivated personnel through an adequate compensation, depending on their aptitudes, responsibilities and especially considering their individual performances, the same way it happens in most of the developed countries in the European Union. This study approaches the problems referring to the conception of some flexible norms which rule over the personnel management in the public sector by using decentralization and development of new working places, by improving and revising the entire labor legislation in Romania.
