Abstract

On the basis of the statistics of the Federal State Statistics Service, the data of the rating of investment prospects of Russia’s regions (limited liability company “RAEKS-Analitika”, 2016) and the data of ecologic rating of the Russian Federation subjects (All-Russian public organization “Green Patrol”, 2016) the authors present the results of analyzing correlation of the most important factors of social and economic development of the Russian Federation subjects (RF); production potential and ecological safety. Traditionally it is considered that for an industrial society these factors are inversely related – increasing of production potential of a territory leads to environmental deterioration. However, the results of analyzing 28 regions-leaders as for contribution into economic development of Russia is concerned showed a very weak correlation between the level of production potential development and the level of ecological safety of a region which clearly shows that ecological characteristics of a region doesn’t only depend on its level of economic development. The main factor is quality of the structure of gross regional product (GRP). The authors made analyzed correlation of the level of ecological safety of the regions being considered and cumulative share in the structure of GRP of the sectors that contribute the most into environmental deterioration manufacturing activity, mining operations, production and distribution of energy, gas and water, transport and communication service. The results of this analysis showed an average level of interrelation between these factors which doesn’t let us state that there is a great dependence of the given factors. As much important factor is efficiency of technologies used in economy. These circumstances dictate requirements both for orienting strategies of developing especially old industrial regions to modernization of economic structure and to constructing it on the basis of modern technologies of Industry 4.0. On the basis of the results the authors made recommendations for old industrial regions how to take the trajectory of stable ecologic, social and economic development.
