Abstract
Introduction. People with disabilities are prone to developing physical and psychological problems that can significantly worsen their lives and lead to social isolation. However, with the help of social work and the rehabilitation system, people with disabilities are able to acquire the skills and resources to successfully integrate into society and realize their potential. Purpose. To consider the problems of medical and social expertise and rehabilitation of persons with disabilities in the Republic of North Ossetia-Alania, to reveal the main directions of rehabilitation of persons with disabilities in the Republic, to analyze current trends and the substantive foundations of professional medical and social expertise of persons with disabilities, including issues of social adaptation and their integration into society, as well as the need for structural transformation of the medical and social expertise service in the Russian Federation and the organization comprehensive medical and social rehabilitation as a priority area of state policy in relation to the disabled. Methods. The author relies on an identitarian and actor-based approach, using a comparative method. The scientific discourse in the field of medical and social expertise and rehabilitation of disabled people is analyzed, the need for further improvement of the system of medical and social expertise and rehabilitation of disabled people in the Russian Federation in accordance with the International Classification of Functioning (ICF) is highlighted, which dictates the need to develop a Concept for the structural transformation of the medical and social expertise service in the Russian Federation, which is based on improving quality and objectivity, "transparency" and accessibility of disability services, the degree of disability and the determination of the needs of the person being examined for social protection measures and comprehensive rehabilitation. Results and conclusions. The study concluded that comprehensive rehabilitation disability includes sufficient compensation for the needs of people with disabilities in services aimed at the prevention and treatment of functional disorders and disability, and the main factors of its success in the context of the ICF concept are the formation and systemic development of society; designing an adapted space for people with disabilities and strengthening their interpersonal relationships; providing opportunities for personal development through participation in social life. One of the main trends in modern legislation on the social protection of persons with disabilities should be the transition from a medical model of disability to a model of social integration.
