The range of current variant challenges has been identified, the timely response to which requires the correction of regional HR strategies for the smooth functioning of the economy. The importance of the research results lies in the proposal of measures to adapt the best regulatory practices to manage the development of human resources potential of the southern macro-region of Russia in the context of the challenges that emerged during the accession of new territories – such as active restructuring of the human resources reserve of the macro-region, the emergence of a job vacancy market in the new territories, resulting in an imbalance in the labor market.
