Foreign Experience In Evaluating The Effectiveness Of Executive Authorities

Abstract

The article is devoted to the study of the effectiveness of the work of state executive authorities and the local self-government apparatus, which is the most important task of each state at any stage of its development, as well as an urgent problem of administrative management. In this regard, a properly constructed assessment of the effectiveness of the functioning of the above structures, taking into account the national specifics of the authorities, ensures the formation of an effective system of objective analysis of the activities of state bodies as a whole, as well as their structural units. World experience shows that states in which such an assessment system has been established are distinguished by the efficiency of government structures and a high level of achievements in all spheres of society. The high quality of decisions made within the framework of the above-mentioned system can be achieved by monitoring the implementation of the set goals, taking into account the comparison of the actual amount of resources spent with the established amount. In the area of the problem under study, this paper presents the state administrative reforms implemented in foreign countries, as well as the main models and integral indicators that allow an objective assessment of the effectiveness of the executive authorities, as well as an analysis of the possibility of transferring foreign experience to the Russian Federation and the likely consequences of this.
