Abstract

The article substantiates the role of the organization of the municipal service system as one of the key institutional tools for managing the socio-economic development of municipalities. The key problems of modern municipal service are highlighted: the process orientation of the incentive system and the current as-sessment of the effectiveness of municipal employees, the insufficient level of qualification of specialists and the lack of motivation to achieve results. Two interrelated aspects of ensuring an effective human resource com-ponent of the process of managing the socio-economic development of municipalities are substantiated and identified: creation of a comprehensive system of motivation for municipal employees using measures of ma-terial, non-material incentives and raising the level of qualifications of personnel at the municipal level. The system of measures aimed at the practical implementation of these areas is proposed and characterized.
