Abstract

The author proposes a political and historical insight into the process of reforming Russian public administration from the positions of an elitological point of view. From the point of view of the proposed, trends towards renewal and tendencies towards preservation, as well as possible recreation of the previous management model, which were encountered in the process of forming a new Russian management model, are investigated.
