Abstract

In the presented article, as a method of modern measurements of innovative personnel policy in the field of providing state and municipal services, it was proposed to use a system for evaluating professional competencies determined by existing employees of multifunctional centers for providing state and municipal services. Such a system is formed in the process of applying the self-assessment method and contributes to the definition of criteria and the development of a professional standard for an MFC special-ist. There is presented an overview of scientific directions, within the framework of which processes and specifics of development of personnel innovation policy are considered. The study is based on the methodology of group interviewing conducted during the development of additional professional pro-grams by current MFC specialists. Objective criteria of the professional standard have been determined: the need to introduce a professional standard as a criterion for assessing the professionalism of an MFC employee has been identified, the readiness of employees for verification tests has been identified, the methods most acceptable and convenient for evaluation have been identified, the weakest points have been identified - professional lacunae, gaps, as well as personal qualities of MFC specialists that contribute to the elimination of professional lacunae.
