Abstract

The aim of the work is to analyze the regulatory framework and practice of the implementation by state authorities and local authorities of powers in the field of ensuring the housing rights of orphans, identifying problems and developing recommendations for their solution. The problems of insufficient normative regulation in the field of determining the period for the implementation of the housing rights of orphans are noted, which requires revision at the level of federal legislation. A significant problem is the low level of housing for orphans due to the lack of sufficient housing in the specialized housing stock. As promising methods of realizing the housing rights of orphans, it was noted the provision of certificates that enable orphans to purchase housing on their own.
