Abstract

The article analyzes the aspects of formation of NIS in Russia on the basis of innovative knowledge and human intelligence as a source and Creator of innovative development of the neo-society. The importance and necessity of creation of NIS of Russia in the conditions of crisis of economy promoting creation of new model of economy – innovative taking into account formation of innovative infrastructure and functioning of subsystems of the innovative sphere taking into account investment valence of all regions is proved.
