Abstract

In today 's environment, the issues of integrated development, economic independence and financial resources for the Territories are becoming most important. The ability of the region to have such resources in sufficient quantity and volume to fully implement the tasks set, to solve economic and social problems within the competence of the relevant level of power, and is its economic autonomy. In any case, the region, having gained such autonomy, is to some extent separated from other regions of the country within the framework of the national economy, as well as limited reproductive ties in the territory. At the same time, there are problems related to the lack of own revenues and the dependence of regions on free revenues from other levels of the budget system. Integrated development de-pends directly on the financial basis (base) capable of providing it. Coherent and balanced economic, social and spatial development, taking into account and respecting the interests of present and future generations, constitutes the integrated development of the Territories. The purpose of the work is to define new directions of complex development of rural areas on the example of Bagayevsky district of Rostov region.
