Abstract

The article is devoted to the study of the methodological foundations of the activities of representative offices of the subjects of the Russian Federation in the public administration system. These institutions, despite its long history, remain to this day insufficiently investigated. For more than twenty years of functioning of representations of subjects of the Russian Federation in modern system of authorities, their role and importance have not become a popular subject for research in the scientific community. The author makes an attempt based on the analysis of the theory of social action of M. Weber, the theory of J. Habermas about the politically functioning public, the theory of interest groups A. Bentley, D. Truman, M. Olson, the concept of delegation P. Bourdieu, the concept of delegative democracy G. O'Donnell reveal the essential characteristics of representative institutions in the system of public administration and their importance in the process of implementing political decisions. Following the article, the author concludes that the representative offices of the subjects of the Russian Federation are institutions that represent certain interest groups at the federal level: officially - regions of Russia, the highest official, executive authorities, and in fact - practically all branches of government, institutions of civil society, the business community. It is determined that the representative offices of the subjects of the Russian Federation are institutionalized forms of broadcasting political decisions. At the same time, their functional purpose depends on the priorities of the leadership of the respective subjects of the Russian Federation.
