Abstract

The article proposed the author's approach to the identification and evaluation by public authorities of the prerequisites for the formation of clusters in the region. The approach is based on the calculation of two indicators: a settlement rating, which the region occupies, among other regions of the Russian Federation, which are the main producers of products of this industry; relative increase in production of a particular industrial sector. The calculated indicators determine parameters that are different in nature, at the same time their parallel application gives the author’s approach an integral character and increases the adequacy of the results to the realities. The proposed approach was tested on the example of the Volgograd region. It is revealed that the metallurgical, construction and agricultural sectors are a promising direction for the cluster development of the economy of the Volgograd region. The conclusions obtained from the analysis of the prerequisites for the formation of industrial clusters in the Volgograd region are confirmed by the priority areas of investment development in the region.
