Abstract

Economics as the science of running public and personal economy poses a number of related issues to modern researchers. Regardless of the form of social structure management of the economy is associated with all types of planning and requires rational decisions in the field of distribution and use of limited funds to meet diverse and changing human needs increasing in number and volume. Each form of needs satisfaction requires in the end means of production expenditure. What needs will be met, depends on the relative benefit to the society of individuals or groups whose priority is one or another alternative purpose of using the means of production. Accordingly, change of social needs leads to the necessity to redistribute resources, anticipate the emergence of new expense items, and adapt the existing structure of economic relations to innovations.
