Transformation of the low-rise construction market under the imposed quarantine measures, exemplified by the Southern Federal District[Трансформация Рынка Малоэтажного Строительства В Условиях Введения Карантинных Мер На Примере Южного Федерального Округа]

The article analyzes changes in the low-rise construction market in connection with the imposed quarantine measures to prevent COVID-19 new coronavirus infection. The economy transformation in the process of adapting to the new operating conditions, among other things, affected citizens’ preferences in choosing a place of residence as well as their financial behavior in terms of rational resources use. The explosive growth of mortgage lending in the primary urban real estate market through the national program to subsidize rates reflected the citizens’ accumulated demand for homeownership. However, the growing demand for the low-rise construction segment is not yet adequately met at the expense of credit resources. The research goal is to analyze current changes in the low-rise construction market of the Southern Federal District under the imposed quarantine measures and its development prospects. The main objectives of the work are set in the field of identifying the reasons of the growing demand for the countryside real estate and revealing the development specifics of the mortgage lending market for individual housing construction in the Southern Federal District. The research is based on the cluster analysis method, through which the potential of the regions for this market segment development is assessed. Based on the results obtained, directions are identified for the further development of relevant programs of low-rise construction funding, combining state subsidizing of interest rates and stimulating the population to improve financial literacy. The main research conclusion is the identified actively developing trend in the countryside real estate market development, going with considerable lag in the special loan programs.
