Target management map as an instrument of strategic development of regional economy

Abstract

The development of the economy of Russia’s regions today requires effective programs and regional strategies. To date, the development strategies of the Russian regions are designed on the basis of regulatory documents of these subjects of the Russian Federation, while the tools for qualitative analysis of the regional economy database are not used. In this regard, for the design of high-quality programs and development strategies, it is advisable to use not only normative documents, but also to rely on effective tools that allow taking into account the regional specifics of the development of these subjects of the Russian Federation. The purpose of the research is to develop a tool for the strategic development of the regional economy that would allow taking into account regional specifics when designing a development strategy for a constituent entity of the Russian Federation. Research methods are quantitative and qualitative analysis, structural and functional analysis. A “target management map” has been worked out, which is based on the principle of consistent analysis, which involves identifying the leaders of the regional economy, determining the basis for promising regional development and revealing the most dynamic sectors of the regional economy. The final step is to draw up a coordinate plane of strategies that includes various options for regional economic development. The choice of a variant depends on the plans of the state administration for the development of a particular industry in the region and, of course, on the methods used for this purpose. The coordinate plane of the strategy, as a component of the target management map, is new for the theory and practice of designing a regional development strategy. A distinctive feature of the map is its versatility, that is, the ability to apply it repeatedly in different regions and municipalities. The study tested the target management map on the example of the Kaliningrad region.
