Digital solutions for time management in the state government bodies

Abstract

Problem statement and research relevance. Digital transformation penetrates into various spheres of life and activities of people, thus setting new goals and tasks to the state government bodies which exceed the scale and are more complex that those of the previous years. Today the state government bodies have to not only update the traditional and common management methods, but also increase efficiency of their activities. One of the most important priorities of state policy is to increase the efficiency of the civil service in general and the effectiveness of state civil servants in particular. Violation of the time of execution of certain types of work destroys the general work flow of the executive body, because the tasks are often interdepartmental and are included in interdepartmental work plans. In most cases the cause of violation of deadlines is the inability of a particular employee to organize and fulfill their work. So, it is important to increase efficiency of the work of civil servants with the help of modern automated systems of time management. Goal. Identification of the reasons for inefficient time management of civil servants and confirmation of urgency, relevance and usefulness of special software to provide better time management in the state government bodies. Methodological basis. To reach the goal, a sociological survey method was used, as well as competent-based scientific-methodological approach, economic and statistical methods and the method of document analysis. Material for research. The research is based on the analysis of monographs, articles published in the peer-reviewed journals, conference proceedings and special literature and periodicals on the issues of time management technologies in the state government bodies. The practical part of research is based on the data of the Department of Public Service and Personnel of the Governor of the Khabarovsk Region. Results. In the course of the study, it was found that due to the specifics of the activities of the executive authorities, civil servants are forced to work intensively, in conditions of short deadlines and a continuous flow of a large amount of documents. Research results made it possible to prove the effectiveness of the use of special software Zimbra in the activities of the Ministry of Agriculture, Trade, Food and Processing Industry of the Khabarovsk Region. Efficiency is expressed in reducing the time waste of civil servants by 20 % per week. Scientific novelty. The research promotes perfection of time management in the state government bodies with the help of automated software for working time planning, which is a part of digital transformation of the society. Conclusions. The implementation of special software in the activities of the executive authorities will ensure efficient structuring, planning and use of time to fulfill the tasks of both individual departments and the government body as a whole.
