The scientific task of this research is a systematic analysis of regionalization of the state policy in the field of higher education as the goal of achieving academic leadership. The research methodology is based on spatial, socio-resource and subjective-activity approaches, which explore regionalization of public policy in the field of higher education and academic leadership from various angles. The study is based on the works of leading scholars and experts in the field of higher education development under modern socio-economic conditions. The main result of this scientific research is that it substantiates the idea of the interconnection of public policy in the field of higher education and the production of academic knowledge.
