Abstract

Subject. Implementation of state policy in the field of museum development in St. Petersburg. Museums are a complex and specific area of state policy and management, since each institution has different cultural values and different possibilities for self-financing, so it is impossible for all public museums to apply the same criteria that determine the effectiveness of a cultural institution. Purpose. The state policy in the field of museum activity in St. Petersburg is analyzed on the basis of studying the features of the museum sphere as an object of state policy, legislative regulation of the museum sphere, the role of the state in the field of museum policy and principles affecting the effectiveness of museum policy. The study was conducted on the basis of a complex of general scientific methods, such as generalization and systematization of theoretical data based on the study of the work of various authors, analysis, synthesis, generalization, system-functional and integrated approach, using the analysis of official statistics and regulatory federal and regional legal acts. The theoretical and practical significance of the study lies in the fact that it systematized the concepts and approaches in relation to public policy in the museum business, which in domestic science has not been sufficiently studied. The analysis of the state of the museum allowed us to develop recommendations for the improvement of state policy in the field of museum activities, which can be used in practice in public authorities related to culture and museums. The scientific novelty lies in a comprehensive study that examines the features of state policy in the field of museum work in St. Petersburg. The contradictions in the existing museum legislation, the lack of a sufficient number of professional staff, not using all the benefits of public-private partnership are revealed.
