Improving the efficiency of state and municipal management on the basis of monitoring strategies for socio-economic development

Abstract

The aim of the study is to monitor the strategies of socio-economic development of municipalities and assess the effectiveness of the rating methodology for monitoring strategies. Research methods: the methods of structural-functional and institutional analysis are used. The article analyzes the conditions for the implementation of strategies of socio-economic development of municipalities in the region. The problems of management of social and economic development of the region are considered. The article presents a management evaluation of the degree of achievement of the planned indicators of socio-economic development strategies of municipalities of the Republic of Komi, using such blocks of indicators as economic development; social development; development of municipal management; ensuring the safety of life of the population. Scientific novelty lies in the systematization of approaches to the assessment of the effectiveness of the institutions of state and municipal management, the identification of problematic aspects that should be taken into account in the framework of activities for improving the strategic management of the region. The article presents a large volume of statistical data. Using the results of their analysis the author has made a conclusion about the significance of individual indicators in assessment of the level of life of the population and the impossibility of assessing the quality of regional governance in consolidation of indicators and the lack of formalized methods of their achievement, which are supposed to be enjoyed by the bodies of state power and bodies of local self-government. In the context of the implementation of the program-targeted method of regional development management, special attention should be paid to the most important indicators characterizing the quality of regional management and the standard of living of the population in a particular territory. In this regard, socio-economic development strategies and other strategic documents for regional development should be improved.
