Abstract

It is with great pleasure that the editors of the “Municipality: Economics and Management” journal introduce our guest, the RF Senator Alexander Gennadievich Vysokinsky, who told about his work in the Federation Council, administration issues, local self-government and other relevant topics of modern public and municipal practice. Alexander Gennadievich’s interlocutor is the Director of the Ural Institute of Management of the Russian Presidential Academy, Oleg Vasilyevich Gushchin. Official reference. A.G. Vysokinsky was born on September 24, 1973 in the city of Sverdlovsk. Alexander Gennadievich is a graduate of the Ural Academy of Public Administration (currently - the Ural Institute of Management RANEPA). In 1999, he got a postgraduate degree from the Academy of Public Administration in Moscow. In the same year, he defended his PhD thesis in economics on the topic “Developing a planning system and activation of investment activity in the region.” From December 2000, Alexander Gennadievich held various positions in Ekaterinburg Municipal Administration. Less than two years after, he became chairman of the Economy Committee, which he headed up to mid-2008. Then he was appointed Deputy Head of Ekaterinburg (from 2010 - Deputy Head of the Municipal Administration) for economy. He became one of the main developers, coordinators and popularizers of the Ekaterinburg Strategic Development Plan, which at the time of its adoption was the first strategic development document in the Russian Federation. In February 2016, he was appointed to the position of Deputy Governor of the Sverdlovsk region, responsible for issues related to the implementation of the “Greater Ekaterinburg” project, fulfillment of “Strategy 2030” in the municipalities of the Sverdlovsk region, as well as interaction with municipal territories. In the period from September 2018 up to December 2020 - Head of Ekaterinburg. From October 2021, A.G. Vysokinsky is a senator of the Russian Federation, member of the Federation Council Committee on Federal Structure, Regional Policy, Local Government and Affairs of the North. Alexander Gennadievich is the author of numerous scientific works and papers in the field of economics and finance.
