Assessment of regional inequality and ways to overcome it in the new economic reality

Abstract

The aim of the study is to characterize regional inequality in order to determine risk factors and development of regions, as well as patterns of changes in regional inequality. The basic premise of the study is the presence of the influence of various clear objective grounds for spatial inequality, laid down by long periods of development. The study of these factors within the framework of the new economic geography will make it possible to update the directions of regional policy aimed at developing human capital, modernizing institutions and infrastructure. Based on the analysis of the Russian industry in the regional context, the parameters of the country's spatial inequality were identified and evaluated. In particular, the dilemma of the state regional policy is analyzed, which consists, on the one hand, in accelerating the development of the country through the priority development of regions with competitive advantages, and on the other hand, in the need to combat the growth of regional inequality within the country. The article is devoted to the study of foreign experience in the economic development of the country's territories. The article analyzes the factors of uneven territorial development, considers the practical application of the space development model of J. Friedman "center - periphery". An assessment is made of modern trends in the alignment of interregional disproportions. The scientific novelty lies in the generalization of the existing provisions, the achieved scientific results of the study of the patterns of changes in regional inequality. As one of the methods for mitigating inequality in the Russian Federation, it is proposed to use the possibilities of emerging regional innovation systems based on the concept of a unified system of the region, which includes the development of both innovation and the space of the region as a whole. The article contains a methodical approach to the analysis of the competitiveness of the region in the innovation sphere based on the assessment of the level of scientific and innovative activity of enterprises and organizations of the Russian Federation. In this context, recommendations are proposed to mitigate regional inequality, allowing to take into account the specifics of Russian regions.
