The influence of institutional theory and institutional traps on the regional digital profile

Abstract

The purpose of the article is to identify the need of choosing the more sophisticated economic approaches when forming the digital profile of the region, which is important for revealing the essence of the institutional trap; determining patterns when developing the digital profile of the federal subject. This will contribute to the theoretical and methodological relevance of the work. The methodological approach used in the research involves the following steps in the digitalization process: digitizing a priori indicators and converting them to a unified measurement scale, also bringing the values of a priori indicators into the unified form which have digital values in various measurement units based on standard values, as well as questionnaire development and expert survey conducting to establish the digital value of indicators having no digital measurement and, if necessary, reducing the number of a priori statistical indicators based on statistical and probabilistic methods of analysing relationships strength. It is demonstrated that the Perm Territory has a high level of digital profile in the Russian Federation. But importantly, the digitalization of the general image of the region should not be separated from the digitalization of individual municipalities. The low level of these issues elaboration predetermined the relevance, practical significance of the problem and the objectives outlined by the author in the article. The given article identified the need to solve the following problem: to reveal the problems of property management as of modern economic process and to analyze the role of property digitalization at the current stage. The conclusions presented in the article explain the need to create new trades in the IT industry; ensure state-funded places in higher education institutions, which provide training for new IT specialties and allocate federal funds for the small towns digitalization.
