Abstract

Strategic planning is an integral element of strategic management, which means the process of choosing goals and ways of achieving them. After the adoption of Federal Law № 172-FZ of June 28, 2014 “On strategic planning in the Russian Federation”, strategic planning became part of the RF public and municipal government system. The emergence of new legislation could not immediately change the attitude of representatives of the authorities and the public to planning, and today we are witnessing a gradual transition from the planning principles, conventional since Soviet times, (based primarily on forecasting technologies) to a new type of management thinking in the field of planning. Today, the Russian officials and society are actively learning to think strategically, which is reflected in almost all spheres of human life. The article attempts to generalize the strategic planning trends in one of the spheres of culture – the field of supplementary artistic education for children. This research object is of major scientific interest, if only because the system of supplementary artistic education for children in our country (being formed all through the last century) is in many ways a unique phenomenon in the global culture. A kind of standard of such a system is the Ekaterinburg system of supplementary artistic education for children, recognized as a model in Russia. Hence, the article focuses on the Ekaterinburg experience of strategic planning. The paper analyzes the key documents directly related to strategic planning in the field of supplementary artistic education for children.
