Social control as a way of increasing the patriotic potential of a municipality

Abstract

Relevance. Modern states encounter a number of challenges and threats which are changing the requirements for the tools and quality of public administration. This is influenced by both situational factors, for example, a pandemic of the new coronavirus infection, and systemic factors – overcomplication of the social structure of the society. Under such conditions, it is only possible to achieve high efficiency of public administration through involving society in the activities of public authorities. The institutionally ensured forms of participation enables civic activity not to be spilt out as protest actions, but to be absorbed by the state and used for agenda setting. As public control, the existing system fails to consider the whole range of requests and socio-political specifics of social interests. It is proposed to use social control. Purpose. To analyze the social control impact on the patriotic potential development of a municipal entity. Methods. To reach this purpose, the authors use a combination of political science, sociological and interdisciplinary methods, such as systemic and institutional, and also refer to the description of the functional significance of political institutions. The article employs the analysis of normative legal acts and other administrative documents regulating public control at the federal, regional and municipal levels. To analyze the municipal component, materials of the Public Chamber of the Berezovsky urban district were used, including those not published in the public domain. Results. In the course of the research, the fundamental conclusion is made that the normative tasks of the Public Chamber do not correspond to its real functionality. There is no call for the stipulated public control functions at the local government level. The Public Chamber solves a number of important administrative tasks, operating in a self-actualization mode. Their description and systematization is provided in the framework of the given article. Identification of tasks allowed for revealing the differences between the 'public control' and 'social control' concepts, which makes it possible to analyze not the institutional basis of activities of the public control institutions, but real administrative practice. Scientific novelty. The use of the 'social control' concept is not new for the domestic management science, but its conceptualization and application in the context of the patriotic potential analysis is carried out for the first time.
