Researching the post-industrial society development prospects (exemplified by a municipal entity)

Abstract

The purpose of the given article is to identify the consistency of economic theories applied in the last and this century. The author has studied the theory of post-industrial society, in particular, which ideas are being introduced into the economic processes of the Perm city municipal enity. The scientists’ conclusion is provided that it is only possible to talk about the developed post-industrial society when a fundamentally higher standard of living and relations between people is achieved as compared to the previous state. It is revealed that, in the ordinary people’s opinion, billionaires do not care about industrial development, their main goal is profit. But the author offers cases when the example of only one city makes it clear that the business leaders can act differently, in particular, invest in economy and society under difficult current conditions. Modern conditions are those when economy has to develop, the conditions for information technologies implementation – digital economy development. Digital economy as part of the Strategy of the Information Society Development in the Russian Federation until 2030 is percieved as economic activity with digital data as a key manufacturing factor. The example of Perm city shows that all the approved digitalization programs were approved up to 2022, and according to the 2020 official rating of the RF Ministry of Construction, data are presented by the “Smart City” national program indicators ensuring the municipality’s sixth place out of fifteen largest cities in Russia. Successful examples are presented of private Perm technoparks, which can introduce such technologies as artificial intelligence, unmanned transport systems, biotechnology and others into urban environment. All this should be based on modern management practices of city planning (digital strategic master-plan development for the city of Perm, new transport systems construction, etc.). According to the research results the current processes of society digitalization are based on the theory of post-industrial society development, which characterizes the interest of business and government authorities to introduce changes into the life of the municipality where they live and work.
