Federal information address system: will things ever be good in the address system?

Abstract

At present, local authorities occupy a leading position in the development of the regional component of the national address registry. It is the responsibility of the local authorities to assign addresses and provide national address registry with relevant information in compliance with municipal legal acts. Address data, generated by local bodies are posted on the website of the federal information address system, and used further in other federal, regional and municipal information systems. Based on this, public and municipal services are provided, and a number of other tasks are solved at all levels of public administration in the Russian Federation. Thus, the issue of the national address registry formation is very important in the framework of digital public administration development. In the course of the research, the main problems have been revealed, reducing the efficiency of the local authorities of the municipal entities of Novosibirsk region in the field of addresses assignment. The main problems are gaps in acting legislation on the issue, insufficient staff qualification, digital inequality in the RF region, interoperability problems, lack of regulated responsibility for negligence or nonfeasance in maintaining national address registry and so on. The empirical basis is formed by regulatory legal acts, the Novosibirsk regional statistical data, sociological research results and other information sources. Such methods as synthesis and generalization of the received information, comparative analysis, observation and focused interviews have been used in the research. The research results demonstrate that to increase the completeness, relevance and reliability of address information, posted by local authorities of all municipalities, including small rural settlements, it is necessary to strengthen the organizational and coordinating role of public authorities of the RF regions. It is the only way to improve quality and coherence of the national information registries data, and, which is most important, to increase the RF citizens’ satisfaction with the quality of public and municipal services.
