Organizational and economic framework of municipal surface wastewater disposal

Abstract

The issues that have not been adequately addressed at the level of public authorities and economic entities in the recent decades are currently becoming an urgent municipal management challenge. One of them is the surface wastewater disposal. This field, neglected in almost all national municipalities, also considering the local budgets deficit, holds back urban development and lowers living comfort in a municipality. It is necessary to develop new approaches and to update the existing ones to organize the municipal surface wastewater disposal in conditions of consdierable budget limitations. Using the logical, complex analysis along with synthesis and induction research methods, proposals to improve the efficiency of the surface wastewater disposal at municipal level are developed and justified. To elaborate such proposals, statistical data from Rosstat, departmental data from the Ministry of Construction and Housing and Utilities, the Ministry of Finance of the Russian Federation, as well as expert observations and assessments have been used. As a result, the article provides a model for building processes in a municipality to organize the surface wastewater disposal. The proposed approach will allow to involve all economic entities in the process of water disposal from the municipal territory, ensuring sustainability of the entire economic system, and also providing the opportunity to fund both the surface wastewater disposal and the corresponding infrastructure maintenance. The logical conclusion of the article is the need to transform the existing regulatory acts in order to increase the efficiency of the surface wastewater disposal.
