Project-oriented principle in public and municipal administration

Abstract

The project-oriented approach to achieving the national, regional or municipal goals of socio-economic development has been widely practiced in public and municipal administration. However, there are certain issues reducing the efficiency. These problems include: regulatory uncertainty of projects in the strategic planning system, functional redundancy of project tasks, insufficient scientific and methodological support to the project approach implementation in public and local government authorities. The purpose of this article is to specify the projects typology in public and municipal administration and to provide the scientific and methodological framework for the projects development to achieve the target values of socio-economic development indicators. Methods. To achieve this goal, the article employed the key theoretical concepts of the project approach and system-activity modelling of the target activity technology. As a research result, the author identified the following four types of projects developed and implemented in public and municipal bodies: substantive projects, activity projects to achieve the target values of socio-economic development indicators, scientific-research projects, projects to develop and stage events. The specifics of these projects have been revealed depending on entities involved in their development and implementation. The methodology is provided for developing an activity project to achieve the target values of the socio-economic development indicators, based on the system-activity modelling of technological periods and stages of target activities. Scientific novelty. The types of projects in public and municipal administration have been identified, resulting in the revealed development and implementation specifics. The system-activity methodology is provided for modelling target activities in the course of projects development to achieve the target values of socio-economic development indicators, which allowed to increase the efficiency and quality of the public and municipal programs’ strategic goals implementation.
