Institutional model of the “smart” cities development

Abstract

The theoretical foundations of the given research include the previously published works in the field of “smart” cities development along with the author's studies on institutional modelling of the socio-economic systems functioning. The research purpose is to work out the conceptual approach to institutional modelling of the “smart” cities development processes and to build a theoretical model of the “smart” cities development. The research method is a system - logical analysis. The methodological basis of the research is a sequence of steps, including reflection on certain theoretical “smart” city models, identification of factors affecting “smart” cities development, identification of institutional specifics of “smart” cities, “smart” city institutional model development, description of the institutional mechanism of the “smart” city projects implementation. The research results are the revealed “smart” cities development features. It is also demonstrated that the urban environment transformation is based on three types of innovations: technological, organizational and institutional. As part of the institutional modelling of the “smart” city development, environmental factors (cultural, social factors, external regulation and digital technology development), factors specific for a particular city have been identified. The research identifies and systematizes the perspectives and limitations to the “smart” cities concept implementation in modern conditions. Six directions have been featured for the urban environment transformation: institutional, organizational, technological, economic, infrastructural and social. The theoretical significance of the obtained results includes the development of the institutional theory relating to the “smart” cities development processes. The practical importance of the results consists in elaboration of an applied apparatus for the projects implementation in the field of the “smart” cities development.
