Preparedness to changes of local government in major cities

Abstract

The article describes elements of the theory of population participation in local government, involvement of local government in the public authority system and changes in the municipal government economic framework. The sociological research of the real state of things in the local government of major cities revealed certain obstacles to the local government development. Limitations associated with the weak level of involvement processes management of administration of the local government are researched. The focus is on issues of organizing public awareness and administration feedback on active citizens’ proposals. Measures to remove the barrier of the low organization level of local population informing are considered. Factors and conditions for improving the executive decision-making of the administration of municipal authorities based on feedback on the active citizens’ proposals are studied. It was found that the lack of feedback does not only reduce the quality of decisions made, but also largely reduces the citizens’ motivation to improve their living space. A set of measures is revealed for addressing the active citizens’ opinions in the municipal administration system. The complex covers three groups of issues: 1) differentiated work by population groups; 2) measures to resolve controversial issues and cut off destructive ideas; 3) a management system encouraging citizens’ active position, also in monitoring the implementation of measures initiated by them. The prospects of self-government development in terms of increasing its innovative level are considered. The living lab methodology for employing the foreign and domestic achievements to implement at the local government level is proposed. The paper discusses issues of the changing requirements to the qualification level of the local government administration staff for the development and implementation of projects to improve the living environment of the population, based on the citizens’ opinions under digital transformation.
