Abstract
The purpose of the article is to present the results of expanding the scope of one of the methods of multi-criteria assessment using the distance metric - TOPSIS for a comparative assessment of the state of the construction industries of the subjects of the Southern Federal District and identifying the possibilities of its application to assess the state and development of the construction industry in individual regions. The analytical capabilities of the system of regional calculations of the construction industry of a number of regions of the Southern Federal District as one of the dynamically developing sectors of the Russian economy, contributing to the improvement of the quality of life of the population, are studied. To solve the problems of assessing the state of the construction industry in the regions, the author used the TOPSIS method (The Technique for Order Preference by Similarity to the Ideal Solution), based on the idea of assessing the distance metric. The effectiveness of using TOPSIS in solving problems of fuzzy multi-criteria optimization is substantiated, in particular, assessing the construction industries of the regions within the Southern Federal District. Based on the application of the TOPSIS statistical method, uneven development of the construction industry in the regions of Russia is noted. The application of the methodology made it possible to identify the features of their differentiation and develop a model using a multi-criteria approach in the formation of a comprehensive rating of the state of the construction industries of several leading regions from the subjects of the Southern Federal District. Using the developed model, a rating assessment of the state of the construction industries of the following regions selected for the study was made: Volgograd Region, Krasnodar Territory, Rostov Region and Stavropol Territory from 2012 to 2022. The resulting calculations of the integral assessments for the construction industry of each of the subjects make it possible to ensure the clarity and validity of conclusions regarding their state due to the multi-criteria formulation of the problem (seven criteria). The results obtained also made it possible to draw practical conclusions regarding the current areas of geographical diversification of activities and the restructuring of the value chains of products of companies in the construction industry of the Southern Federal District. The results of using the presented model based on the application of the TOPSIS method, illustrating the dynamics of the indicators of the comprehensive rating of the state of the construction industries of the subjects of the Southern Federal District, through multi-dimensional scaling provide an effective way of obtaining visual information about the prospects for the development of the industry.
