Abstract

The purpose of the article is to study the concept of modern public administration in the context of sustainable development of economic systems. The methodological basis of the study was the concept of sustainable development and the theory of stakeholder management. Using cause-and-effect analysis and the structural-functional method, the role of the public administration system in solving environmental problems was clarified and supplemented with an environmental and political component based on the stakeholder approach. Based on the results of the study, it was concluded that the modern concept of sustainable development should focus not only on issues of careful handling of nature, state regulation of environmental activities, but also on the processes of introducing resource- and energy-saving technologies based on waste minimization and their return to production. Results. The directions for updating state initiatives to ensure sustainable development of economic systems based on the communication process with all stakeholders are proposed. The need to strengthen the role of key stakeholders in the development and implementation of state policy for the development of a circular economy is substantiated. The communication platform for solving the "green" agenda should be formed on the basis of close interaction of state authorities, population, business structures, scientific and educational institutions, non-profit organizations. The system of state management of sustainable development should include not only environmental, social, economic elements, but also develop a political component. At the same time, it is necessary to create conditions for their interaction, taking into account the characteristics of each, which will allow achieving sustainable development of economic systems. The results of the study can be used as a theoretical basis for improving the formats of interaction between the state, business structures and the population in solving environmental problems and forming an effective state environmental policy
