Abstract

The objective is to consider the features of the communication processes of regional socio-political actors, the emerging network interaction in the studied regions, using the example of the Vologda and Yaroslavl regions. Subject of the research. Using the analysis of empirical data, to study the formats of integration of dialogue and monologue forms of socio-political communication as a way to expand the framework of direct democracy, the possibilities of implementing large-scale Internet discussions, intensifying communication and interaction between the state and society in the public space. The methodological basis is presented by the results of a qualitative study with representatives of three main target groups of the regional community of the Vologda and Yaroslavl regions on the relationship between hierarchical and network principles of communication in building interaction in solving socially significant problems of the region. Network formats of interaction between government and society are characterized by the diversification of numerous new "players" in the public space, accustoming the state to a coordinating and moderating role in the process of converting the capabilities and resources of different participants in the interaction into a common public result. It is noted that in the conditions of networking, in addition to the involvement of traditional civil society actors in initiatives and projects, the influence of small initiative groups and individuals is increasing. Research results. Dialogical communication opportunities are best realized by intersectoral partnership technologies. It is shown that innovative intersectoral partnership technologies are successfully developing in the Vologda region and the process of public deliberation regarding the region's development strategy is clearly presented. In the Yaroslavl region, on the contrary, the process of dialogue between the authorities and society is in a condition in which the civil and public sectors live according to their own ontological logic. The demand for real dialogue is emasculated, which leads to the formalization of the use of network communication platforms.
