Abstract

The purpose of the research is to consider the substantive aspects of empowerment and present the main directions of state social policy in this area, taking into account regional specifics. Empowerment influences the organized actions (behavior) of people (groups) and accordingly decision-making (including political ones). It is necessary to mind internal factors (the person himself with his needs, goals, interests, desire to develop, etc.) and external ones (the desire of he state to develop itself, its people). In Russian practice empowerment is implemented, as a rule, "from above" (when the state carries out its social functions). Empowerment "from below" largely depends on the activities of the active part of civil society and a "strong" personality (when an individual or interest group wants to develop their own rights). The trigger for empowerment is projects implemented within the framework of federal and regional strategic planning documents (concepts, forecasts, plans, programs and investment initiatives). The author notes that the application of empowerment tools for the regional and federal agendas differs in content, goal-setting, and features of the interaction system. They have different purposes, scale, conditions for emergence and development prospects. The author's typology of empowerment is proposed, the conditions and prerequisites for empowerment are defined and the conditions for its development at the regional and municipal levels are formulated. As a result, the author substantiates that globally empowerment in the social sphere should be considered as the state's desire to ensure domestic stability (national security) through socio-economic policy. Empowerment promotes the development and "cultivation" of institutions (social, political).
