Abstract

The purpose of the article is to study the labour potential of Russia as a strategic factor of development, to determine possible ways to improve the efficiency of labour potential utilization and to update policy in this area. The main tasks are as follows - (1) to analyze the state and dynamics of labour potential; (2) to assess the compliance of labour potential with the current and prospective conditions of Russia's development; (3) to propose a promising approach of its transformation. The problem is considered in the context of an urgent political agenda related to ensuring economic and socio-political security, technological and economic sovereignty of Russia. The analysis shows that despite certain efforts on the part of the state negative trends in the social and labour sphere continue to dominate and even intensify. The shortage of labour resources is increasing, the problem of their quality and imbalance in the sectoral and regional distribution is worsening, as well as the personnel imbalance at the company and enterprise level. This necessitates the transition to a new model of socio-economic policy based on human-centricity covering all areas of activity related to the reproduction of labour potential, considering it as the main source of wealth and strength of the country with an emphasis on mass training of highly qualified personnel, primarily for technologically advanced fields of activity. The article defines the basic conditions for the implementation of a new policy, which also assumes the priority and strengthening of horizontal interactions of interested actors. This would make it possible to minimize the costs that are characteristic of the hierarchical traditional model of political management on the basis of more balanced and comprehensive policy decisions affecting different levels and sides of the problem of the growth labour potential in Russia.
