Harmonization Of The State Strategic Planning System

Abstract

In the Russian Federation, ten years have passed since the official establishment of the state strategic planning system. The time has come to sum up the first results and outline ways for improvement and development. The influence of global strategic planning practice on our system is obvious. A small number of natural indicators, a project approach, high social orientation and political engagement - these are the key trends in the world. The purpose - to present the results of research in the field of harmonization and improvement of the state strategic planning system against the background of the beginning of the fourth industrial revolution and the connection of strategic planning with the vector of economic development of modern Russia. The research methodology is a study of the practice of state strategic planning, identifying global trends and accompanying problems, using methods of spatial analysis and planning, including the method of intersectoral balances, as well as the theory of technological structures and industrial revolutions. An analysis of modern scientific periodicals on this issue was carried out. As a result, four main global trends in state strategic planning systems were identified and formalized within the framework of two main groups of approaches to understanding the ideas of strategic planning at the state level. An analysis of the problems of assessing efficiency within the framework of the new industrial revolution was carried out from the perspective of changing the importance of the problem in the new conditions and the availability of directions for resolving the problem. The next step was to assess the applicability of groups of performance criteria equally at all levels of management. The efficiency criterion identified as the one that best meets the goals is economic complexity. The harmonization of the state strategic planning system should be based on cross-cutting indicators. To implement this approach, it is proposed to use the tools of inputoutput balances. Another element of harmonization is the refusal to link the system of state strategic plans to the electoral cycle and the transition to determining the planning period using scientifically based tools.
