Analysis of taxi and ride-hailing service markets in Romania: competition challanges

Abstract

The local taxi and ride-hailing markets, respectively, have certain characteristics in the field of competition that need to be analysed very carefully. Markets function sub-optimally in terms of free competition and face different types of challenges in terms of incidental regulation and taxation. In the Municipality of Bucharest, the City Hall reports a total of 10,059 taxi licenses in January 2025, while the Romanian Road Authority has registered 63,538 vehicles active across the country for alternative transport and 17,669 alternative transport operators, on July 15, 2025. The latter market has developed in Romania since 2015 and it has been more strictly regulated since 2019. Although the responsibility for regulating this economic area lies mainly with local authorities and the Ministry of Transport, the Competition Council has legal instruments (including analysis and investigation) to intervene, correct imbalances in the two markets and encourage fair competition.
