Abstract

A lo largo de la vigencia del actual modelo de financiación autonómica se ha puesto de manifiesto la necesidad de su modificación tanto en numerosos trabajos académicos como por parte de los gobiernos autonómicos. Uno de los parámetros para el que se ha propuesto un cambio consiste en cómo han de participar en la nivelación horizontal los diferentes tributos integrados en el sistema de financiación autonómica. Este trabajo analiza las implicaciones que tendrían las principales alternativas que existen al respecto tanto en el grado de variabilidad de la financiación como en los resultados para las distintas comunidades autónomas. The need for modifying the current system of regional finance has been argued in numerous academic works and by the different autonomous governments. One of the parameters for which a change has been proposed is how the different taxes integrated in the regional financing system should participate in horizontal equalisation. This paper analyzes the implications of the main alternatives that exist in this regard, both in the degree of variability of funding and in the results for the different autonomous communities.
