Coordinación interdepartamental y modelos de integración de servicios para la inclusión

Abstract

Los obstáculos para la inclusión social de los grupos vulnerables responden tanto al contexto socioeconómico de cada territorio como a la orientación y diseño institucional de las políticas públicas. En ese sentido, el trabajo conjunto entre servicios sociales y servicios de empleo es estratégico para la inclusión social. Sin embargo, es manifiesta la dificultad de colaboración o integración entre ambos sistemas. Este artículo propone claves para analizar el grado de coordinación de servicios orientados a la incorporación sociolaboral de la población vulnerable. Los resultados son producto del análisis comparado de las relaciones entre los servicios sociales y los servicios de empleo en cinco Comunidades Autónomas de España. A partir de ello, se identifican las claves y desafíos a los que se enfrentan los distintos modelos de integración de servicios orientados a la inclusión. Barriers for social inclusion of vulnerable groups respond both to the socioeconomic context of each territory and to the orientation and institutional design of public policies. In this regard, the collaboration between social services and employment services is crucial to improve social inclusion. However, the difficulty of coordination between systems is manifest. This article proposes keys to analyze the institutional relationship of services oriented to the socio-labor incorporation of excluded people. The results arise from a comparative analysis of the institutional models of social services and employment services in five autonomous communities of Spain. On that basis, the keys and challenges of services integration are identified.
